The calculation uses the simplified customs declaration (2026 rates) and swaps whole quota units. It uses the quota for residents of Norway: visitors from abroad have a larger tobacco quota. The Norwegian Customs app gives the final figure.
How it works
This calculator shows what you can bring into Norway without paying duty and VAT, and what it costs if you bring more. It has two parts: the quotas for alcohol and tobacco, and the NOK 6,000value limit (verdigrense) for everything else. The rules are Norwegian Customs' (Tolletaten) and apply to everyone entering Norway from abroad, residents and visitors alike, though some details differ for visitors.
The alcohol and tobacco quota
The quota is duty-free and comes on top of the value limit. You must be 18 to bring beer, wine and tobacco and 20 to bring spirits and other drinks over 22% alcohol. If you do not use your spirits quota, you can bring 1.5 litres of wine or beer instead. If you do not use your wine quota you can bring the same amount of beer instead. Weaker drinks can never be swapped for stronger ones, and the tobacco quota cannot be swapped for alcohol. The calculator swaps whole quota units, so it is slightly more cautious than the Norwegian Customs app if you use only part of a quota.

The largest duty-free amount of each drink when you bring exactly these types. Tobacco comes on top: 100 cigarettes or 125 grams of other tobacco, and 100 sheets of cigarette paper.
Worked example: over the quota
You come home after a week in Spain with 1 litre of spirits, 1.5 litres of wine, 12 litres of beer and 200 cigarettes. The spirits and wine are within the quota (the wine quota is 1.5 litres), but the beer quota is only 2 litres, so 10 litres are over the quota: 10 x NOK 26 = NOK 260. 100 of the cigarettes are over the quota: NOK 397. Together that is NOK 657 in duty, and the quota saves you NOK 988. If you had brought only beer, the quota would have been 5 litres, and 30 litres of beer would cost NOK 650.
Simplified customs declaration: 2026 rates
If you bring more than the quota, you can use the simplified declaration in the Norwegian Customs app or in the red zone, for up to 27 litres of beer and wine, 4 litres of spirits, 400 cigarettes and 500 grams of tobacco above the quota. Beyond that, normal duty rates apply.

The value limit for other goods
After more than 24 hours abroad you can bring goods worth NOK 6,000 without paying tax. After 24 hours or less the limit is NOK 3,000, once every 24 hours. The limit applies to the total value and you choose which items count towards it. If you buy a sofa for NOK 5,000 and a stroller for NOK 3,000, you use the limit on the sofa and pay 25% VAT on the stroller: NOK 750. Common mistakes
- Assuming your travelling companion's quota can be added to yours. The quota is personal.
- Thinking alcohol counts towards the value limit. Alcohol and tobacco have their own quotas.
- Not declaring. Goods you do not declare can be seized, and the matter can be treated as smuggling.
- Bringing products that are banned, such as nicotine pouches or heated tobacco products.
