How it works

The re-registration fee (omregistreringsavgift, called the registration transfer fee on the Statens vegvesen website) is a one-off state fee that the buyer pays when a vehicle that is already registered in Norway gets a new owner. It is not a dealer fee and it is not the registration tax paid on imported cars. The Storting (Parliament) sets the amounts one year at a time, and new rates apply from 1 January. This calculator uses the 2026 decision and covers all four groups in it: mopeds and motorcycles, passenger cars, vans, motorhomes and other vehicles up to 7,500 kg, and trailers.

How the fee is set

  • Year of first registration places the vehicle in one of three columns: 2023–2026, 2015–2022, 2014 and older. Older vehicles pay less.
  • Passenger cars are also split by type-approved kerb weight (unladen weight): up to 1,200 kg or over. For cars registered 2014 and older the fee is the same whatever the weight.
  • Vans, motorhomes, trucks and buses are included when the permitted gross weight is up to 7,500 kg. For these the gross weight counts, not the kerb weight.
  • Trailers, including caravans, pay only when the kerb weight is over 350 kg.

Vehicles first registered in 1996 or earlier are exempt in 2026. Euro and dollar figures are approximate, converted at Norges Bank mid-market rates of 25 September 2026 (EUR 1 = NOK 10.84, USD 1 = NOK 9.51).

Examples

A passenger car from 2019 with a kerb weight of 1,600 kg falls in the 2015–2022 column and above 1,200 kg, so the fee is NOK 4,532 (about EUR 420 or USD 480). If the same car weighs 1,150 kg, the fee is NOK 3,236. A motorhome from 2021 with a permitted gross weight of 3,500 kg pays NOK 1,553. A car first registered in 1996 is 30 years old in 2026 and exempt (NOK 0), while a car from 1997 still pays NOK 1,942.

Who is exempt

  • Vehicles that are 30 years or older in the year of re-registration.
  • Transfers between spouses, including separation, divorce and death. Cohabitants are not exempt.
  • Inheritance between parents and children. A gift or advance on inheritance is not exempt.
  • Vehicles registered on the same owner for 2 months or less.
  • A change of name only, and removal of a co-owner from the register.
  • Purchases that are cancelled and some company reorganisations, which you apply for through the Tax Administration.

If you are new to Norway

  • When you buy a used car from a private seller, the seller submits a notification of sale (salgsmelding), you confirm it, you make sure the car is insured in your name, and you pay the fee. Only then can you use the car.
  • A car with foreign plates that you bring into Norway is imported, not re-registered. It pays the one-off registration tax and VAT, so use the import car to Norway cost calculator and the car registration tax calculator instead.

What this calculator does not cover

It calculates only the re-registration fee. It does not include the road traffic insurance tax (trafikkforsikringsavgift, charged through your insurance), insurance, the roadworthiness test, plates, dealer or sale fees, or anything you have agreed with the seller. It has no rate for vehicles above 7,500 kg permitted gross weight or for light trailers, because the decision has none. Exemptions that must be applied for are not checked. The Tax Administration decides which rate and exemption apply to your vehicle.

Who pays the re-registration fee and how?
The buyer. Once the seller has submitted the notification of sale (salgsmelding) and the buyer has confirmed it, the buyer pays the fee to the Tax Administration on Your Page at Statens vegvesen (the Norwegian Public Roads Administration). Statens vegvesen states that only the buyer can pay it there, even if you and the seller have agreed that the seller covers the cost. In that case, settle it between you afterwards.
What do I need before I can pay the fee?
The vehicle must be insured in the owner's name and must have passed its periodic roadworthiness test (the EU-kontroll). Without insurance you have to pay a fine for each day the vehicle is uninsured. After payment you can print a temporary registration certificate valid for one month, and the permanent one arrives by post within four to seven business days.
When is a vehicle old enough to be exempt?
A vehicle that is 30 years or older in the year of re-registration is exempt. The age is counted from the year of first registration in the Norwegian register, so in 2026 the exemption covers vehicles registered in 1996 or earlier. For an imported vehicle the registration year that is entered in the Norwegian register counts.
Do I pay if I get the car from my spouse, partner or parents?
Spouses are exempt, including when they are separated or divorced (a finalised divorce needs an exemption from the Tax Administration first). Cohabitants are not exempt. Parents and children are exempt only for inheritance when the owner has died. A gift or an advance on inheritance from a living parent is not exempt and pays the full fee.
Is this the same as the registration tax on imported cars?
No. The re-registration fee applies to vehicles already registered in Norway that change owner. A vehicle registered abroad and brought to Norway pays the one-off registration tax (engangsavgift) and VAT instead, which is a different and usually much larger cost. How much does it cost to re-register a motorcycle, motorhome or trailer?
A moped or motorcycle costs NOK 645 at any age. A trailer or caravan with a kerb weight over 350 kg also costs NOK 645, and lighter trailers have no rate in the decision. Motorhomes, vans, trucks and buses up to 7,500 kg permitted gross weight cost NOK 2,459 (2023–2026), NOK 1,553 (2015–2022) or NOK 1,296 (2014 and older).
Is the fee waived if a car is sold on quickly?
The next owner does not, if the car has been registered on the same owner for 2 months or less. The exemption does not apply if you yourself got the car without paying the fee, for example from a spouse or by inheritance.
