How it works

If you buy a new car in Norway or bring one in from abroad, the biggest tax you meet is the one-off registration tax (engangsavgift). It is charged once, when the car is registered in Norway for the first time, and it is built up from the car's weight and, for cars with a combustion engine, its CO2 emissions. This calculator works it out using the rates the Norwegian parliament adopted for 2026, and shows each component separately. It works for new cars and for used cars you import.

How the tax is built up in 2026

  • Weight tax on all passenger cars: NOK 12.71 per kg for weight above 500 kg. Electric cars pay this too.
  • Weight component for combustion engines: NOK 260 per kg above 1,200 kg, for petrol, diesel, hybrid and plug-in hybrid cars.
  • CO2 component: each gram per km costs more the higher the emissions are (see the table below).
  • Scrap deposit fee (vrakpantavgift): NOK 2,400 per car.

The rates apply band by band, so only the grams above each threshold are charged at the higher rate.

Worked examples

A new petrol car weighing 1,450 kg and emitting 125 g/km pays NOK 12,075 in weight tax, NOK 65,000 for the combustion-engine weight component and NOK 120,000 for CO2, which is NOK 199,475 including the scrap deposit fee. A 2,100 kg electric car pays NOK 22,736. If the petrol car is imported when it is six years old, the age deduction of 58% brings the tax down to NOK 85,171.

Age deduction when you import a used car

Second-hand cars from abroad get a deduction that grows with the car's age, counted from its first registration anywhere.

The deduction applies to the registration tax, not to the scrap deposit fee. What the calculator does not cover: VAT, the approval fees at the Norwegian Public Roads Administration, other charges, and special rules or exemptions for particular vehicles. What is the one-off registration tax (engangsavgift) and who pays it?
It is a tax on a passenger car that is charged once, when the car is first registered in Norway, whether it is bought new or imported second-hand. It is worked out from the car's weight and, for cars with a combustion engine, its CO2 emissions. The importer or first owner pays it after the Norwegian Public Roads Administration has approved the car. The Tax Administration sets the final amount.

Every passenger car pays NOK 12.71 per kg of kerb weight above 500 kg. Cars with a combustion engine (petrol, diesel, hybrid and plug-in hybrid) also pay NOK 260 per kg above 1,200 kg, plus a CO2 component that rises in steps with emissions. Finally there is a scrap deposit fee of NOK 2,400.
How much is the tax on an electric car?
Electric cars pay only the weight tax above 500 kg and the scrap deposit fee. An electric car weighing 2,100 kg pays NOK 22,736. VAT is charged separately: an electric car is VAT-free up to a value of NOK 300,000, and 25% VAT applies to the part above that.
Why is the tax so high on plug-in hybrids?
A plug-in hybrid has a combustion engine, so it pays the extra weight component of NOK 260 per kg above 1,200 kg. These cars are heavy because of the battery, so the component is large even when CO2 emissions are low. A 2,000 kg plug-in hybrid emitting 30 g/km pays NOK 253,465.
How much is the age deduction when I import a used car?
The deduction (bruksfradrag) depends on how long ago the car was first registered: 19% after one year, 33% after three years, 50% after five years and 90% after ten years. Cars that are 20 years old or more pay no registration tax, only the scrap deposit fee. The deduction applies to the registration tax, not to the scrap deposit fee.
Where do I find the weight and CO2 figures for my car?
Both are in the certificate of conformity (COC) or the registration certificate. Use the combined WLTP figure for CO2, and for plug-in hybrids the weighted combined figure. If an older car only has an NEDC value, it is multiplied by 1.24, which the calculator does when you tick the box.
What else do I pay when I import a car?
When you import a car you also pay VAT on its value and freight. Re-registration tax is not charged on the first registration in Norway, because it applies only to vehicles that have been registered here before.
