Electricity support is calculated hour by hour, so a monthly average understates it in months when prices swing widely.

How it works

Norgespris is a Norwegian scheme that gives households a fixed electricity price. Spot prices in Norway change every hour and differ between regions (price areas), and in winter they can be many times higher than in summer. Under Norgespris you pay NOK 0.40 per kWh (40 øre) excluding VAT for your electricity, up to a monthly cap, whatever the spot price does. Electricity prices in Norway are usually quoted in øre: one øre is one hundredth of a krone, so 40 øre is NOK 0.40. This calculator compares Norgespris with the alternative: the spot price with electricity support (strømstøtte) for a home, or the plain spot price for a holiday home (fritidsbolig).

How Norgespris works

You keep your contract with an electricity supplier (strømleverandør) and pay the spot price plus the supplier's mark-up and monthly fee. The grid company (nettselskap) then compares the spot price with the fixed price for each hour. When the spot price is higher than 40 øre excluding VAT you get a credit, and when it is lower you get a small charge, both on the grid rent invoice. The net effect is that the electricity costs NOK 0.40 per kWh (40 øre) excluding VAT, or NOK 0.50 per kWh (50 øre) with 25%VAT. Only electricity is covered. Your grid rent, the electricity tax and the supplier's mark-up and fee stay the same; the grid rent calculator shows that part of the bill.

Worked example: an average household

A home uses 1,247 kWh in a month (the SSB average of 14,964 kWh a year divided by 12). For the spot price we use NOK 1.00 per kWh (100.1 øre) excluding VAT, the average electricity price households paid in Q2 2026 according to Statistics Norway (it includes the supplier's mark-up, so it is a little above the pure spot price). The electricity costs NOK 1,560 including VAT at the spot price. Electricity support is 26 øre per kWh, so with support the electricity costs NOK 1,236. With Norgespris you get a credit of NOK 937 and the electricity costs NOK 623. Norgespris saves NOK 613 that month.

A cold winter month with 2,500 kWh and a spot price of 120 øre excluding VAT gives NOK 2,541 with support against NOK 1,250 with Norgespris, a saving of NOK 1,291. The saving grows with use, because every kWh bought at a high price is worth more under Norgespris.

With Norgespris the electricity costs NOK 624 a month for the home and NOK 250 for the holiday home at any spot price, as long as use stays under the cap. The break-even price is about 40 øre excluding VAT.

Norgespris compared with the spot price and electricity support

The spot price is the wholesale market price for each hour in your price area. Without any scheme you pay it in full. Electricity support (strømstøtte) is the older scheme: the state pays 90% of the spot price above NOK 0.77 per kWh (77 øre) excluding VAT, and it is paid automatically through the grid company. It only helps when prices are high, and you still carry 10% of the price above the threshold. Norgespris removes price risk completely, up to the cap, but it also removes the benefit when prices are low. Norgespris tends to win if you use a lot of electricity in winter, for example with direct electric heating or an electric car. Spot price with support tends to be cheaper if you use most of your electricity when prices are low, or if you can shift use to cheap hours.

Why a monthly average is only an estimate

The Norgespris settlement is linear (spot price minus 40 øre, times use, hour by hour), so an average price weighted by your own use gives the right answer. Electricity support is not linear, because it applies only to hours above 77 øre. In months when prices swing between cheap nights and expensive peaks, support ends up larger than an average suggests, so the calculator can overstate the benefit of Norgespris in those months. If you use most of your electricity at the expensive hours, your own average is higher than the area average, which pulls the other way.

If you have just moved to Norway

Norgespris is not automatic: you have to order it for each meter point, and you have to order again when the price period changes. The bill is in three parts: electricity from your supplier, grid rent from the local grid company (a monopoly you cannot switch) and taxes. Norgespris only changes the first. It compares the electricity part only. It does not include the supplier's mark-up or monthly fee, grid rent, or the electricity tax and Enova levy (which are collected through grid rent). It does not model solar panels or selling surplus power; Norgespris applies to electricity you buy. It is for household use, not businesses. It uses one average price for the month and does not know your hourly use.

What is Norgespris?
Norgespris (literally "the Norway price") is a voluntary, state-funded scheme that lets households pay a fixed price for electricity instead of the spot price. You keep your normal electricity contract. The grid company then settles the difference between the spot price and the fixed price hour by hour, as a credit or a charge on your grid rent invoice. It covers up to 5,000 kWh a month for a home and 1,000 kWh for a holiday home.
How do I order Norgespris?
You order it yourself at minside.elhub.no (Elhub is the national register of electricity meters), where you log in with an electronic ID. Each meter point is ordered separately. You have a 14-day right to cancel after ordering. If you have just moved to Norway and do not have a Norwegian electronic ID yet, ask your grid company or electricity supplier how to proceed.
Is Norgespris cheaper than the spot price with electricity support?
It depends on the spot price. Electricity support (strømstøtte) pays 90% of the spot price above NOK 0.77 per kWh (77 øre) excluding VAT, hour by hour. On a monthly average, Norgespris is cheaper for a home when the spot price is above about 40 øre excluding VAT, and more expensive when it is lower. At an average price of 100.1 øre excluding VAT and 1,247 kWh in a month, Norgespris saves NOK 613.
Can I have both Norgespris and electricity support?
No. If you choose Norgespris for a meter point, you give up electricity support for it while the agreement lasts. Holiday homes never get electricity support, so for them the choice is Norgespris or the plain spot price. Support pays 90% of the spot price above 77 øre (excluding VAT) for the first 5,000 kWh a month at a home.
How much of my electricity is covered by Norgespris?
Up to 5,000 kWh a month per meter point for a home and 1,000 kWh for a holiday home. Use above the cap is billed at the price in your normal electricity contract. The average Norwegian household uses about 1,247 kWh a month (SSB), so most homes stay under the cap. A large house with electric heating and an electric car can pass it in a cold month.
What happens to Norgespris after 2026?
The regulation runs until 31 December 2029, but the fixed price of 40 øre excluding VAT is set only for the period ending 31 December 2026. The price for the next period had not been set in the regulation when this page was last checked, so look at the NVE page listed under sources for the current figure. You are bound to Norgespris until the end of the price period and must order again if you want it in the next period. If you do not, you go back to the standard electricity support scheme.
